About LandControl

Development intelligence for the new land market.

LandControl is an independent information and technology service built around the Provision of Information (Contractual Control) (Registered Land) Regulations 2026. From 6 April 2027 the regulations require options, conditional contracts, pre-emption rights and qualifying promotion rights over registered land in England and Wales to be reported to HM Land Registry; from April 2028 HMLR publishes that information as a monthly public dataset.

LandControl explains the regime in plain English for the professionals it affects, provides free tools for the deadlines and scope tests, and is building the intelligence layer on top of the public dataset: alerts, opportunity discovery and competitor intelligence for housebuilders, land promoters, lenders and analysts.

LandControl is not affiliated with HM Land Registry, the Ministry of Housing, Communities and Local Government or any part of the UK Government. Content is for general information and is not legal advice.

Boilerplate

LandControl is an independent UK information and technology service covering the contractual control regime for registered land in England and Wales. It publishes guidance, tools and a live implementation tracker, and is building development-intelligence products on the HM Land Registry contractual control dataset due in April 2028. landcontrol.co.uk

Founder

Carl McGlasson.

Carl McGlasson is the founder of LandControl. He is based in West Cumbria, where he runs a group of businesses spanning property services, holiday-let management and a property investment company, alongside Pervonio, the digital and software agency through which LandControl was built.

He started LandControl after reading the contractual control regulations and recognising that, for the first time, the control of development land in England and Wales would become visible to anyone who knew where to look. His background before business was in social work, which he credits for an instinct to read legislation closely and ask who it actually affects.

He is available for comment on the practical impact of the regime on developers, land promoters, landowners and conveyancers, on HMLR implementation, and on what the 2028 dataset will reveal about the UK land market.

Being assembled.

We are appointing an external review panel: a regulated conveyancer with strategic-land experience, a planning professional and a chartered surveyor. Names will appear here with their review role on each guide. Practitioners interested in joining should email the media contact.

Latest statistics

The numbers that define the regime.

Market statistics derived from the HMLR dataset begin with its first release, expected after 6 April 2028. Until then, these are the statutory figures.

60calendar days to report each grant, assignment, variation, exercise or expiry
18months: minimum control period for a right to be in scope
15years: minimum unexpired leasehold term for in-scope land
4right types caught: option, conditional contract, pre-emption, promotion
6narrow exemptions, read restrictively
12×a year the public dataset refreshes, at minimum

Research reports

In preparation.

First report, due Q1 2027: Who holds the options? A pre-publication survey of contractual control in the North West. Reports are published here and announced to the Contractual Control Alert list.

Quotes available for journalists

Attributable to Carl McGlasson, founder, LandControl.

Use as written or ask for a tailored line on your angle.

“For the first time, the public will be able to see not just who owns a field, but who holds the right to develop it. That changes every negotiation on the edge of every town in England and Wales.”

Carl McGlasson, founder, LandControl

“The 60-day clock is the detail land teams will get wrong. A grant is obvious. A written variation to an option signed in 2022 is not, and it carries the same criminal liability.”

Carl McGlasson, founder, LandControl

“The raw HMLR dataset will be free. The value is in what it reveals over time: which developers are assembling where, and which rights are quietly running out.”

Carl McGlasson, founder, LandControl

“April 2028 is the start, not the finish. A dataset that refreshes monthly is a pipeline, and the organisations that read it first will buy land first.”

Carl McGlasson, founder, LandControl
